Why is video in 4k twice smaller than in 1080p on bluray?

BD - 1x documentary film / full HD, 1x concert / full HD, 4x video clip / full HD = 42 Gb. Download is only documentary 4K 18.5 Gb + 3x 4k bonus video 3.7 Gb

But 4k must be at least twice bigget than 1080
